Dr. Chater is a University of California Visiting Professor at the
Institute for Health & Aging and the Department of Community Health Systems. She
received her bachelors and masters degrees from the University of Pennsylvania
and the University of California, San Francisco, respectively, both in Nursing. Her PhD is
from the School of Education at the University of California, Berkeley.
From 1993 until February 1997,
Dr. Chater served as United States Commissioner of the Social Security Administration.
Prior to that appointment, she was President of Texas Womans University. For
seventeen years she held joint faculty appointments at the University of California, San
Francisco and the University of California, Berkeley. For five years she served as Vice
Chancellor for Academic Affairs at University of California, San Francisco.
Dr. Chater lectures on public
policy and economic and social issues concerning the aging population in the United
States.
